Home Franchise Concepts History
The story of Home Franchise Concepts began with Budget Blinds in 1992, when five young friends and entrepreneurs with a passion for building a unique niche in the home furnishings industry founded the window coverings company in Orange County, CA.  In the early years, they ran Budget Blinds out of a small apartment and delivered fliers door-to-door from an old white Jeep.

Over time, and by combining their industry experience and people skills, they pounded the pavement the old-fashioned way to grow Home Franchise Concepts into what it is today— parent company and franchisor of home improvement service companies that include Budget Blinds®, Tailored Living®, and Concrete Craft®.   As a franchising expert, HFC is dedicated to helping people go into business for themselves and to help them grow their home-based franchise business to be as successful as possible.

Chad Hallock

Co-Founder & HFC Board Member

Chad is one of the five founders of Budget Blinds, whose association began when they were selling blinds door to door for another company in Orange County, California. Chad became Chief Executive Officer and President of Budget Blinds in 1993. Earlier, he had been our CFO/Treasurer since we were incorporated in 1992. He has also served in these capacities for Home Franchise Concepts, Inc. (HFC), our parent company and Tailored Living since both companies were incorporated in 2006 and most recently, with the acquisition of Concrete Craft, formerly All American Decorative Concrete.

Chad oversees HFC Marketing, which includes the National Advertising Fund (NAF) budgets for the US and Canada as well as Franchise Development. His vision for the company has always been to have a national footprint and a franchise system with a substantial advertising budget in order to capture market share.

Todd Jackson

Co-Founder

Todd is one of the original founders of Budget Blinds, whose association began when they were selling blinds door to door for another company in Orange County, California. He has served as our Secretary and Director since 1992. He began as our Vice President in 1992 and became our Executive Vice President in 1996. In 2003, he also became our Chief Operating Officer. In addition, Mr. Jackson has been a Director and Chief Operating Officer of Home Franchise Concepts (HFC) and Tailored Living since their incorporation in 2006.

David Lewis

David is one of the original founders of Budget Blinds, whose association began when they were selling blinds door to door for another company in Orange County, California. He has been one of our Directors since we were organized in 1992. In 1996, he became our Executive Vice President. He has served as Director and Executive Vice President of Home Franchise Concepts and Tailored Living since their incorporation in 2006.

Brent Hallock

Brent is one of the original founders of Budget Blinds, whose association began when they were selling blinds door to door for another company in Orange County, California. Brent has been one of our Directors since we were organized in 1992, serving initially as Vice President, then as Senior Vice President, and, since 1996, as Executive Vice President. He also served as a Director and Executive Vice President of Home Franchise Concepts (HFC) and Tailored Living since their incorporation in 2006.

Tony Forbes

Tony is one of the original founders of Budget Blinds, whose association began when they were selling blinds door to door for another company in Orange County, California. He served as one of our Directors since 1992, serving initially as Vice President, and becoming Executive Vice President in 1996. He served as Director and Executive Vice President of Home Franchise Concepts (HFC) and Tailored Living since their incorporation in 2006.
